CrossWord Puzzles in all Languages?

Is it possible that certain launguages of the world do NOT allow for the formation of Cross-Word Puzzles, as we know them, in the west? Are some languages incapable of being made into Cross-Word Puzzles?

Arabic??????
No Persian?
No Japanese?
No Korean?
Definately no Egyptian!!!
Do native American Indian Tribes have a written language?

Most use Latin letters like English does.

We may have a problem Houston.

Be sure to use phrases or sentences, many Chinese words are only one character long and will not provide you with a quality crossword puzzle.

This is the problem I have referred to:
"Words that are written as a Single Character"

I am doubtful that languages without a phonetic alphabeth ---as we do ---cannot do crosswords.

The Japanese have made adjustments vis the formation of Kanji lettering.

I am 'assuming' that there may be a similar problem for Arabic too.
