It could be anything that I fear. It will harm me unless I take evasive action. Fear is my first reaction to the cobra on my path. I would be foolish not to fear it? No deep allegory intended.

But many people engage in evil, whatever the reason. An assassin may think it alright to kill for pay but wrong to shoot someone in the back, while a priest may believe it wrong even to speak harshly. A thief may believe he has the right to steal to feed his children, a prostitute that she has the right to do with her own body.

We all have our own code, that may differ from the laws of our society. I must not go against my own code, but society cannot allow individuals to decide for themselves what is right?

IMO it is the person who has no personal code at all most to be feared.
 
One should not take a rope to be a cobra. 'Pratibhasika Satya', the third imaginary or the distorted perception of reality.
Reality, perceived reality and the distorted perception of reality.
'Dharma' is the law of the society. ;)
