Galaxies moving faster than the speed of.light?
Not really.
It looks like that but it's because Space is expanding and taking the galaxies along, creating space as it expands.
It's exponential so the speed of expansion seems to increase the further it is away from the observer -- but to another observer in a different part of the universe, it appears to be expanding exponentially away from him in all directions. There's no centre. The universe expands away from every point in the universe.

And of course, what's it expanding into ... whatever, it's a really, really big place ...

The universe started expanding at the big bang, then shortly afterwards there was a huge but brief exponential expansion of space known as inflation, then it settled down again to a regular expansion, and then -- suddenly about half-way through the life of the universe as we know it -- the accelerating runaway dark energy expansion kicked-in ... that is latest understanding ... so they say, open to new evidence ... I believe

I always love it when folks tell me their spiritual texts from centuries ago are proved by science.
But beyond that...can you tell me who We is in this case?

I'm not really claiming that. I don't think that scriptures are about science.
The heavens are certainly a "wide expanse"
I believe it is known as the "royal" we, or majestic plural.
It is a common feature of Hebrew and Arabic.
There is a parallel here in languages such as French using the plural form of "you" out of respect.[ vous instead of tu ]
I can’t speak to the accuracy of your statement regarding Arabic, but as for Hebrew you are incorrect.

Though Elohim is plural in form, it is understood in the singular sense. Thus, in Genesis the words, “In the beginning God (Elohim) created the heavens and the earth,” Elohim is monotheistic in connotation, though its grammatical structure seems polytheistic.
