Will religion exist without theocracies? Or at least theocratic friendly govts?

Yes, of course. Religion is a fundamental part of human expression. I would not term my country's government as theocratic friendly in the slightest, and yet religion survives.

Given that religions exist in certain areas in spite of them, I would say yes, they would exist without them.
