Book of Hebrews: circular from a diaspora-wide conference of Jewish disciples?

I’m thinking that maybe representatives of Jewish disciples from all across the diaspora gathered to discuss the challenges they were facing, and Hebrews might be a talk that was given there, then circulated. That might explain a lot.
