Al-Mai'da 5:45 "We ordained therein for them: "Life for life, eye for eye, nose or nose, ear for ear, tooth for tooth, and wounds equal for equal." But if any one remits the retaliation by way of charity, it is an act of atonement for himself. After this whoever exceeds the limits shall be in grave penalty."

Comments: The verse (2:178) is addressed to the believers. It means that the law promulgated herein applies to the Muslims only. As regards the non‑Muslims ‑ whether under protection of an Islamic State or not ‑ the verse is silent about them. Some people think that this verse has abrogated the verse 5:45
(life is for life); because it does not allow killing of a free person for a slave, or of a man for a woman. But actually there is no room for this supposition. The position of this verse vis-à-vis the verse 5:45 is like that of an explanation vis-à-vis its text.
Furthermore:
Exodus 21:23-25 "Wherever hurt is done, you shall give life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burn for burn, bruise for bruise, wound for wound."
