I don't think the "whom" is all that difficult to ascertain.
"Whom" do YOU think it is?
I think the division of poor and rich is created not by somebody or some committee saying "oh, lets do THIS for power" but by an outgrowth of policies developed over decades to favor the rich at the expense of everyone else. The rich get richer. Decades ago or longer, and ongoing, wealthy and powerful corporations lobby for policies to favor themselves. Policies that foster predatory lending, damage organized labor, stagnate wages, and much more. For power and wealth for themselves. Not to "create" a poor-rich divide for someone else's power. But a bigger than ever gap between the haves and have nots is what has developed from selfish, short sided, favor-the-rich policies.
 
Whom do you think is driving a wedge between white males and everyone else? Whom do you think is driving a wedge between people of different skin colors? Whom do you think is driving a wedge between sexual orientations? Whom do you think is driving a wedge between liberals and conservatives? Whom do you think is driving a wedge between parents and children via schoolboards? Whom do you think is driving a wedge between mom and pop business owners and rioters in the street ("mostly peaceful protests" as mom and pop businesses burn in the background)? Whom do you think is driving a wedge between a teenage kid and his Constitutional Right to Free Speech? Whom do you think is driving a wedge between a blue collar worker and what he/she has rightly earned by taxes, inflation, and repressive policies? Whom do you think is driving a wedge between tax paying, productive citizens and the law?

Whom do you think? It isn't hard to figure out. Alinsky's list is quite telling.

That's not an answer. That's just turning the question back to me.
Let's pretend I have no idea whatsoever, or, that I simply don't think, or don't realize, or don't believe ANYBODY is doing ANY of those things.
Do you not have words or a name for "whom" you think it is?
Pretend I am a 5 year old and/or from outer space.
Not pretend I'm stupid or anything, just pretend, for a moment, that I don't have the same brain as you, with the same thoughts or experiences.
Explain to me. In a sentence or two. Direct, not indirect.
For example, if you think it's King Charles, doing all this, say it's King Charles.
Not some poetic oblique trail of breadcrumbs that invites me to draw my own conclusion, cause I won't.
I'm not trying to be rude or obtuse, but indirectness is one of my pet peeves.
There are lots of reasons for that, too many to go into, but do you mind humoring me?
