ah, the same goes for adding to someones reputation, if you do it once, you have to wait or add to someone else reputation as well. Which is fine as far as Im concerned. You know, you dont HAVE to respond if someone is being obnoxious, just ignore them physically. Dont respond to them. Its not a perfect system, guys, BUT, its up to us whether we act/react or not. (just my two cents worth).

The reputation system won't let you down someone repeatedly - that is a safety net to prevent someone coming in and just slamming someone they dislike. Since you can't hit the same person down repeatedly in succession, you have to actually apply it to other people too.

Any system can be manipulated.

I think the "mess" merely demonstrates the truth of Marx' anaylsis. When capitalism fails, as it must, then the state has to step in, as it has. We are in the beginning of the intermediate stage. Therefore to look for more pennies within the system is futile. So it's a more egalitarian system that will work. You rep up someone for Alex, he reps up someone for you.
